How do you compare suppliers when their quotations are not on the same basis?

I normalize currency, Incoterm, MOQ, tooling, freight, payment terms, and major cost assumptions first. Then I compare TCO together with technical capability, quality, capacity, and supply risk. This prevents a low unit price from hiding a higher total business cost.
